no. i cant believe u would ask a ques like that. and a school zone would be at least 25 on the road
A ticket is an accusation. A cop can write a ticket for anything. Technically, yes, but cops usually won't go to the trouble of ticketing a person exceeding the speed limit by only 5m/h (~8km/h)

yes they absolutely can, but they probably will not because a judge would throw it out in court. Only exception is if they wouldn't obey a traffic sign as in a red light or stop sign.
