A hot tub shouldn't have much effect the night before a race, unless you've worked out really hard that day (which you shouldn't have). Hot tubs/hot water is usually discouraged immediately after intense workouts because it can inflame muscles and make them sore, but after easy workouts or just recreationally a hot tub shouldn't cause any problems.
Most of the information about this is anecdotal and based on the experiences of athletes and coaches though, there hasn't been a whole lot of scientific research into it yet. It won't make or break your race, but from what I've heard, it gets the lactic acid running through your body, mainly your legs, and that's not good at all. Try taking a relaxing...ice bath.
