In the tour de france how do riders earn points in the sprinter's classification and how many for a stage win?

I saw that sprinter mark Cavendish of the UK earned 4 stage victories (although he withdrew after stage 13) the most of any rider despite this he still wasn't even close to the top riders point totals, how is this possible?|||On most stages sprint points are given along the route at 2 or 3 specific sections. The first 3 riders will get 6, 4 and 2 pts respectively. Most of the points given along the stage route were given to attackers who did not finish any where near the top in total pts.

At the finish line point are given on a decreasing scale to the first 25 to cross the line. First place gets 35 pts down to 25th place who get 1 point.

Cavendish finished first 4 times for a total of 140 pts. Not near enough to win green jersey, because he was no where near the top 25 on the more difficult stages..Oscar Freire,on the other hand was able to stay in the lead goup on many of the harder stages. Only 1 win, but many top 25's.
